Operation Umbral 2.5: 60 Female Inmates Transferred from Concepción Regional Penitentiary to Emboscada Prison Complex

Sixty women deprived of liberty were transferred from the Concepción Regional Penitentiary to the Prison Complex for Women Deprived of Liberty (Comple), in Emboscada, Cordillera department, as part of Operation Umbral 2.5. Only 15 inmates remained in Concepción. The Ministry of Justice has not disclosed the selection criteria or the identity of those transferred.
